Putin and Kyoto

I probably should have included this in my earlier discussion of Putin's Russia as an ally of the U.S.: it looks like Russia is unlikely to ratify the Kyoto Protocol, and without Russia, it makes no sense for the U.S. to sign on. If a consensus actually develops to the effect that human action is not causing global warming, or if it is, nothing can be done about it at a reasonable cost, then this will be one of those wonderful cases where a putative idiot (Bush Jr.) was right, and the putative experts were wrong.
